Position Overview

The Illinois Environmental Protection Agency (EPA), Director, is seeking to hire an individual to serve as an Accounting & Fiscal Administration Career Trainee (AFACT), under general direction of the Grants Specialist, to serve as a grant accountant that will independently perform technical functions relative to organizing, planning, executing, and evaluating all Agency Federal and State Grants including scopes, budgets, and grant preparatory documents, ensuring all applicable requirements are met. They will prepare reports applicable to grants and related grant budgets and expenditures and serve as Liaison to Agency staff and external entities providing guidance and technical assistance to those parties.

Essential Functions

  • Receives training for a period of six to twelve months in performing accounting work involving the maintenance of Grant accounts, and the preparation of related financial reports and statements for the Director/Chief of Staff, Chief Financial Officer (CFO) Finance Section, Accounting and Cash Management/Grants.
  • Receives training in developing and updating an automated grant tracking database.
  • Receives training in examining and reconciliation of general account books, records, and documents.
  • Receives training in performing professional Grant accounting work in maintaining budgetarycontrol accounts.
  • Receives training and assists working Supervisor with fiscal monitoring and reporting of Agency revenues, obligations, and expenditures.
  • Performs other duties as assigned or required, which are reasonably within the scope of the duties.

Minimum Qualifications

  • Requires a bachelor's degree in accounting or an allied field.
  • This class is included as an Upward Mobility Program credential title.

Preferred Qualifications (In Order of Significance)

  • Prefers ability to prepare comprehensive written and oral reports.
  • Prefers ability to understand and follow oral and written instructions.
  • Prefers ability to profit from training received in the designated area of state government.
  • Prefers ability to establish and maintain harmonious working relationships with other employees and agency representatives.
  • Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software.

  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
