Job Summary

 

The posting is intended to fill one (1) position at one (1) of the following work locations: St. Paul or Grand Rapids, Minnesota. 

This position coordinates the statewide Timber Administration Program to ensure appropriate compliance with all relevant state statutes, rules, policies and guidelines; to provide the greatest public benefit from the sale and harvest of timber from state-administered lands; and meet all goals and objectives of the Division of Forestry and Department of Natural Resources (DNR).

Occasional travel required statewide with the possibility of some travel out of state required. Normal working hours are from 8:00 a.m. to 4:30 p.m. but are subject to change based on work needs; hours of work may include weekends, evenings, and holidays. 

This position has a flexible work arrangement and may be eligible to telework on a part-time basis, up to 50% of the time, which is subject to change. If approved, the employee would be required to complete a telework agreement. 

Responsibilities include:  

  • Monitor and support statewide administration operations to ensure timber business practices are being followed.
  • Recommend, revise, and communicate program policy, goals, guidelines, and procedures to internal and external audiences.
  • Ensure finance and reporting systems are implemented according to state and department policy and that revenues are collected and deposited accurately and promptly.
  • Provide and develop reports on timber program activities and accomplishments. 
  • Lead in the use of the technology applications that support the Timber Program, including the Timber Sales Module (TSM) and Timber Operators and Purchasers System (TOPS). 
  • Develop and deliver educational programs/materials. Train natural resource staff in the administration and implementation of the timber program. Educate partners and stakeholders.
  • Participate in statewide program planning. Draft legislative proposals and special reports. Testify or brief managers to testify.

 

Qualifications

 

Minimum Qualifications

  • Bachelor Degree in Forest Science/Management (or a closely related field of academic study).
  • Two years advanced level professional experience leading a program for a team (equivalent to the NR Forestry Specialist Senior), lead staff, assign work, monitor accomplishments, administer budgets, consult, interact with other resource disciplines and train and educate; OR three years intermediate level professional experience providing significant support to achieving the goals of a program (equivalent to the NR Forestry Specialist, Intermediate class).
  • Ability to develop schedules, studies, research projects and work assignments sufficient to efficiently and effectively accomplish Forestry program objectives and implement forestry science.
  • Ability to interpret, analyze, explain, and train others on state laws, statewide policies & procedures and Minnesota State statutes.
  • Demonstrated organizational skills, attention to detail, and ability to determine priorities.
  • Ability to administer a program sufficient to properly direct staff, budget and equipment resources, and to direct activities.
  • Ability to train and teach sufficient to convey information in classrooms, field demonstrations, seminars, and workshops to DNR staff as well as partnering resource managers.
  • Written and verbal communication skills, sufficient to create and edit documents and presentations regarding complex concepts, policy, and procedures to a wide variety of internal and external audiences. 
  • Computer skills sufficient to create/prepare reports, manage databases, and track projects. 
  • Ability to prepare and edit high quality technical reports and management plans, and interpret scientific literature sufficient to solve problems, educate others, and increase expertise in a specialty area.
  • Experience in meeting facilitation, group processes, conflict resolution, and effective listening and negotiation sufficient to build and lead successful teams, work with diverse groups, resolve complex issues, and settle disputes equitably by finding common ground and cooperation.

Preferred Qualifications

  • Bachelor Degree in Forest Science/Management (or a closely related field of academic study) from a university program accredited by the Society of American Foresters, or comparable accrediting institution, or current Society of American Foresters Certified Forester status or advanced degree in Forestry, Accounting, Business Administration, Finance, or a closely related field of academic study.
  • Two years advanced level professional experience coordinating forestry work across multiple local units.
  • Ability to integrate information from scientific literature, historical data, and past experiences sufficient to develop program guidance and policy recommendations. 
  • Knowledge of department and division policy, procedure and operating guidelines; State of Minnesota statutes pertaining to natural resources management; and statistically sound survey techniques.
  • Proficient in Microsoft Office with a demonstrated competency in MS Word, Access, and Excel.
  • Leadership skills sufficient to build and manage teams, motivate people, and obtain program commitment from division personnel and forest managers.
  • Broad range of experiences with all programs administered by the Division of Forestry statewide with an emphasis on the major field operations programs: state and private land management and resource protection, with an emphasis on silviculture and forest management.
  • Project management skills sufficient to manage many concurrent activities, coordinate and organize the work of others, identify critical paths, perform project risk assessments, and identify, define, sequence, prioritize, schedule, and assign resources.  Knowledge of WIRES, SWIFT and SEMA4 systems.

Additional Requirements

This position requires an unrestricted Class D Driver’s license with a clear driving record; per DNR Fleet Policy, only those 18 years of age or older with a valid driver’s license may operate equipment and vehicles on behalf of the Agency. 

Applicants must have the ability to meet the physical requirements and work in the environmental conditions of the position, with or without reasonable accommodations. Requires occasionally transporting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or transporting light objects frequently. Even though the weights being lifted may only be a negligible amount, a job in this category may require moving or standing to a significant degree or may involve maintaining a stationary position most of the time with a degree of pushing and pulling of arm and/or leg controls.
